Enrolling at the Early Learning Center
Thank you for your interest in the Early Learning Center. Selecting a quality early education program for your family is an exciting time. This is why we want to make it as simple as possible for you!
We are currently accepting registration forms. In order to be considered for enrollment a Registration Form must be completed and on file at the ELC. You may download the Registration Packet here or pick one up at the Early Learning Center front desk Monday-Friday between the hours of 7 am and 6 pm. Registration forms may be returned in person or via email at firstname.lastname@example.org.
Step 1: Schedule A Tour
The ELC is dedicated to providing optimal care and education to all children enrolled in its programs.
Due to new COVID-19 health and safety policies, we are only able to offer virtual tours. Please call 302-831-6205 or email Kathy Kampe to schedule a tour now! Virtual Tour Dates are every other Wednesday at 1pm beginning January 13, 2021.
Step 2: Register
In order to accommodate all of our applicants, the ELC utilizes a rolling admissions process.

Step 3: Notification
Upon return of the registration form, a confirmation email will be sent to you. The Admissions Team will review your child’s registration form and determine availability in the appropriate classroom.
Once a spot becomes available you will be contacted to offer enrollment at the ELC. Upon acceptance, you will receive an enrollment packet that includes the contract and other important documents to complete prior to admission. A student is formally enrolled when the Admissions coordinator receives the signed contract and non-refundable deposit.
Specialized Enrollment Alternatives
The ELC accepts families enrolled through Purchase of Care and the Military’s Child Care Aware program–based on availability listed above.
Delaware’s Purchase of Care (POC) program is a subsidy that supports early childhood and after-school education and care for families who live within 200% of the Federal Poverty Limits. The ELC encourages the enrollment of children who receive POC and any other child with potential risk factors.
For families receiving POC Funds and are enrolled at the ELC:
- Rate = State assigned co-pay
- Co-pay is due weekly in advance of services
- Registration fee is waived
DSS determines eligibility based on the need for service and income. The income limit is currently set at 200% of the Federal Poverty Level (FPL).
For more information or to apply for POC, please contact the Division of Social Services office.
Child Care Aware® of America is proud to partner with the United States Military and Department of Defense to serve and support their families through the Fee Assistance and Respite Child Care Programs.
